And former Spurs director of football Damien Comolli, newly appointed to a similar role with the Turkish club, is leading their bid to sign the midfielder.
Spurs paid Newcastle £30million for Sissoko, 29, two summers ago.
However the France international started just 15 Premier League games last season, although he came on as a sub a further 18 times and scored once.
Capped 53 times, he was named in Les Bleus’ standby list for this summer’s World Cup finals.
Paris-born Sissoko is under contract with Tottenham until 2021
Fenerbahce now want to sign the midfielder on loan with the option of a permanent deal.
They hope he can help them regain the Super Lig crown from Istanbul rivals Galatasaray, who pipped them by three points last season.
The Turkish transfer window remains open until September 1.
Frenchman Comolli, who ended a three-year spell at White Hart Lane in 2008, hopes to exploit his close relationship with the north London club to push through a deal.
Newcastle paid Toulouse £1.5m for Sissoko in January 2013.
He went on to make 133 Toon appearances, scoring 12 goals.
