The audacious bid is thought to have riled United officials.
But the move is being driven by Pogba’s controversial agent Mino Raiola.
Barcelona had cash earmarked for a move for Antoine Griezmann over the summer, but the forward signed an improved contract at Atletico Madrid.
And according to the Telegraph, Pogba’s agent will not stop pushing for a move and Barca’s initial bid was made knowing United would refuse it.

Mina and Gomes later signed for Everton anyway, meaning it was clear Barca wanted rid of the pair.
The World Cup winner’s relationship with manager Jose Mourinho is at an all-time low after the pair fell out last season.
But the 25-year-old was in superb form in Russia, scoring in the final in a 4-2 win for Les Bleus.
He found the net with a bizarre penalty in Manchester United’s 2-1 win over Leicester to open the Premier League season.

Pogba later posted a cryptic Instagram image, with United players celebrating his opening goal.
The caption said: “I’ll always give my best to the fans and team-mates no matter what’s going on. #pogfeelings”
He added in his post-match interview: “If you’re not happy, you cannot give your best.
“There are things I cannot say, otherwise I will get fined.
“I still enjoy playing football, but when you are comfortable or confident and are good in the head, it’s going to be easier.”
