Argentine Rojo, 28, has been told he can leave Manchester United.
The centre-half has already fallen behind Chris Smalling and Phil Jones in the pecking order and was not part of the pre-season tour of America because he has a knock.
Silva has already handed Watford £40m for Brazilian attacking prospect Richarlison.
He is expecting to complete a £22.5m deal for French left-back Digne in the next 48 hours.

Everton have also bid £25m for Mina — though Barca rate the Colombian centre-half at £35m.
United are also keen on Mina, 23, who has started following the Old Trafford outfit on Twitter as well as deleting ‘Barca player’ from his profile.
But the Red Devils are not understood to have made an official approach.
And Everton director of football Marcel Brands believes that landing Digne might persuade Mina to join him at Goodison instead.
French left-back Digne, 25, left Barca’s American tour to fly to Merseyside and is expected to sign imminently.

Everton goalkeeper Maarten Stekelenburg has agreed a new two-year contract.
The 35-year-old, who is understudy to England No 1 Jordan Pickford at Goodison, is now tied to the Toffees until the end of June 2020.
The Dutchman was sidelined for most of last season with a groin injury.
He said: “I understand my role and I will try to compete with Jordan and push him to continue to get better.
“For me, it was tough last year because I had an injury and it took a few months to come back. But I’m fit now and looking forward to Jordan getting back here.”
