The Gunners were in hot pursuit of Bordeaux’s Malcom but Tottenham appear to have taken the initiative on that one.
ESPN FC suggest they have turned their attention to Moura, who has made only six appearances for PSG this season.
The Brazilian has dropped way down the pecking order following the big money arrivals of Neymar and Kylian Mbappe.

PSG boss Unai Emery has made it clear he does not see 25-year-old Moura featuring in his future plans.
He said: “Is there a chance that I stay this winter? I do not think so.
The PSG winger has struggled for starts this season
“With what the coach has said, it looks like this is the end of my Paris story.
“I have offers but I cannot talk about them. I like English football very much, it is truly one of the best leagues in the world.”
Arsenal hope to sign Borussia Dortmund’s Pierre-Emerick Aubameyang and, of course, Henrikh Mkhitaryan in the next day or two.
Moura could help fill a void in the right side of Arsenal’s midfield after they sold Alex Oxlade-Chamberlain to Liverpool in the summer.

It seems Arsenal would prefer a loan deal with a view to a permanent move for Moura.
In return PSG hope to recoup some money by selling the Brazilian on a permanent basis.
