25-year-old Jorginho has a contract with Napoli until 2020 and Maurizio Sarri is very keen on keeping his midfield anchor in Naples.
However, this will not deter Arsenal from pursuing a deal next summer, particularly if Ozil leaves for free.
Jorginho is enjoying his best season in Serie A to date and has played a key role in helping Napoli to the top of the table.
No player has completed more passes in Europe’s top five leagues.
Despite his impressive form, Jorginho has only played twice for Italy since he become available for selection — both friendlies during Antonio Conte’s tenure.
He could yet declare for Brazil, who are said to want him for their 2018 World Cup squad.
Napoli knocked back Chelsea’s £50m offer for Kalidou Koulibaly last summer and so are accustomed to rebuffing the advances of Premier League giants.
