Man City are unlikely to bid more than £20million for the Chilean superstar in January.
Pep Guardiola failed with a £60m move for Sanchez on deadline day but will re-approach Arsenal with massively reduced offer mid-season.
The 28-year-old is running out his contract at the Emirates and will be allowed to leave on a free in the summer.
Sanchez will be allowed to negotiate with foreign clubs but City are optimistic about their chances of reuniting him with Guardiola — the manager who bought him to Barcelona from Udinese.
The club are determined not to pay over the odds for a player who will be a free agent in June.
Arsene Wenger expects his star man to be tapped up again this winter.
He said: “What’s happening now is that the transfer window is closed. September will be okay.
“The players who are tapped up in October, they already start to think: ‘Where do I go in January?’
“That’s not the way to be on board with the football club. We are here to entertain people.
“You can [only] do that with people who are on board together, with people who want to achieve something together.
“Not with people who, when things don’t go well, think: ‘Where can I go next?’”
For Arsenal it’s either recoup some money and let him join a rival or allow him to leave on a free in summer — when he may join a rival anyway.
The Gunners’ other option is to sell to a foreign club in January though that would still be at a discount rate given the situation.
Unless they can persuade PSG to fork out a fortune…
